Worcester was one of 100 places in England invited to develop proposals for a Town Deal as part of the £3.6 billion Towns Fund announced in July 2019. The Towns Fund is part of the government's plan for levelling up the UK economy. The overarching aims of the Towns Fund are to drive the sustainable economic regeneration of towns to deliver long term economic and productivity growth.

Worcester City Council developed the Worcester Town Investment Plan (TIP) setting out a long-term strategy to drive sustainable and inclusive economic growth and support recovery from COVID-19.

The Community Skills Project is one of five priority projects identified in the TIP with the aim to enhance the adult education offered in the city by expanding inclusive training facilities at existing community centres. The community centres play an important role supporting Worcester's deprived communities providing general community and youth activities.

This project comprises the construction of a new building for the provision of training in practical construction skills and may include bricklaying, plumbing, plastering and installation engineering skills for renewables and low carbon domestic energy systems. It is a joint undertaking between Worcester City Council (the client) and Worcester Community Trust.

The proposed works are to construct a new purpose-built unit - Building Block 2 (BB2)- to house a construction and green technology skills centre. It will comprise a workshop, classroom, reception space, toilets and store room.

BB2 will be built immediately next to Dines Green Community Centre - also known as The Green Hub. It is located at the heart of Dines Green, Worcester. It is adjacent to local shops; a public open space that includes a play area and multi-use games area and the DG Den Community Café.

Site Visits. You are encouraged to make a site visit prior to submitting your Bid. As the new building is separate to the community centre visits to the site can be made without making prior arrangements. However, the water and electricity supply to the new building will be accessed via the community centre so Bidders may require access to the community centre please see the procurement documents for contact details.

The Council is using the e-procurement portal known as the Proactis Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise.

To gain access to the procurement documents, bidders will need to register their company details at the above website. Once registered, bidders will be emailed a log-in and password which will allow them to gain access to the procurement documents. Bidders will need to search for the invitation under Worcester City Council and then electronically submit an expression of interest and follow the online instructions to view the procurement documents.
