Tender Description

Birmingham City Council (the Council) requires a supplier to provide services for the coordination of Birmingham Black History Month.

Black History Month (BHM) was first celebrated in the United Kingdom in 1987. Since then, the month of October has been dedicated to raising awareness of and celebrating our Black History through cultural events and activities. BHM is part of Birmingham City Council's (BCC) annual festivals and events programme which is overseen by the Cultural Development Service.

The main purpose of this role is to offer people from all around Birmingham the opportunity to explore and learn about the history and heritage of our African and Caribbean communities and in particular their struggles, achievements, and contributions to Birmingham's rich heritage. BHM consists of many events and activities organised and managed by different organisations across the city and the coordinator's role is to raise the profile of BHM 2023 as below.

Please note that you are able to apply in for either Lot 1 or Lot 2 or for both Lots together.

This contract will be for a period of 5 months anticipated commencing 19th June 2023 until 30 November 2023 with Black History Month taking place during the month of October each year. The contract period includes preparation time prior to Black History Month, as well as a period for evaluation until the end of November for each delivery year.

The successful provider(s) will be expected to deliver the services as required below:

Lot 1
Develop, coordinate, administer and deliver a series of hybrid (in person and virtual) BHM micro launch events across the city at accessible venues to mark the beginning of the month-long commemoration of African and Caribbean history and achievement in Birmingham inc:

1. An aim to support a community launch event in each constituency (x10): Perry Barr, Sutton Coldfield, Erdington, Hodge Hill, Yardley, Ladywood, Hall Green, Selly Oak, Northfield and Edgbaston.
2. Working with community partners across the constituencies to facilitate the launch events
3. Working with the Council's departments to identify community partners and venues and event support
4. Produce a series of events which engage with each locality and its communities.
5. Ensure the launch events reach a diverse audience, reflecting the diversity of the City.
6. If only considering applying for Lot 1, support and implement an environmentally aware marketing approach for the promotion of the launch events including online and social media platforms with the organisation delivering Lot 2 below.

Lot 2
Develop, collate content, produce, and distribute a BHM 2023 marketing campaign to raise awareness of the wide variety of BHM focused events across the city, inc,;

1. Review previous BHM brochures and online platforms to ensure the progression of and not duplication of the marketing campaign.
