Tender Description

The Department for Transport wishes to purchase a subscription for transport fuels market price data (covering both fossil fuels, biofuels, and advanced fuels like sustainable aviation fuel (SAF).

This data is required to support the management of the Renewable Transport Fuel Obligation (RTFO). The DfT needs transport fuel price data to inform its analysis of biofuels policies. Predominantly, price data is required as an input for calculating the annual cost of the RTFO which is reported to parliament and published on the Department's website.

We are looking for wholesale market price updates and access to historical price data sets, ideally in a spreadsheet data format.

We are seeking a 2' year contract with an option for another 2-year extension (2 x 12 - months).

Interested suppliers should note that the Department is required to publish an estimate of the cost of the Renewable Transport Fuel Obligation once a year and that the biofuel price data is used as an input for this calculation. The contractual arrangement between the biofuel price data supplier and the Department will need to enable the Department to use the data in this way.

Specifying Services:

Regular (e.g. daily, weekly) wholesale market price updates and access to historical price data for major biofuel markets (e.g. European bioethanol and biodiesel markets) and also, if available, price data for emerging/niche biofuel markets would also be desirable.
Regular (e.g. daily, weekly) wholesale market price updates for major fossil fuel markets (e.g. European petrol, diesel) and also, if available, price data for other fossil fuels (e.g. gasoil, liquefied natural gas, kerosene)
Price data should ideally be provided in spreadsheet format via email or through a web-based interface on demand.

Price data for all fuels should cover a historical period of at least 10 years.

Tender Evaluation:

This will comprise of the following elements:

1) an evaluation of mandatory requirements, if applicable. These will be assessed on a pass/fail basis. Tenders that fail any of the mandatory requirements may be disqualified from further consideration
2) an evaluation of the tender based on the quality criteria and social value criteria (if applicable)
3) an evaluation of the prices tendered

Your tender will be evaluated using the weightings and criteria weightings set out within the ITT, Schedule 5 (Pricing) and Schedule 6 (Quality).
