Tender Description

Birmingham City Council (The Council) requires supplier(s) for the provision of two academic evaluations as per the below 2 lots:

1. The Birmingham Cultural Intelligence Pathway
2. The Birmingham Cultural Humility and Safety Training Pathway
This work has been split into two key strands - Cultural Intelligence and Cultural Humility and Safety.

i. Cultural Intelligence focuses on the strategic and leadership approaches to cultural inclusion, fairness and respect at a population or strategic level.
ii. Cultural Humility and Safety focuses on person-to-person interaction and cultural fairness, inclusion, and respect between two people, whether as client and service provider, peers or employer and line manager. Cultural Humility and Safety training is for everyone. Communities, front line staff, managers and leaders can all benefit as it aims to develop the skills and awareness to facilitate personal interactions that acknowledge and respect cultural differences.

The successful provider(s) will be expected to:

o Determine how well the Cultural Intelligence Pathway and Cultural Humility and Safety Training Pathway is achieving its objectives and identify any areas for improvement.
o Capture the different ways the Cultural Intelligence Pathway and/or Cultural Humility and Safety Pathway is being implemented in organisations and identify good practice e.g. in terms of training packages used, managerial and organisational support in place.
o Understand the impact on trainees' knowledge, skills and confidence, and the impact of this on behaviour, and wider cultural competency.
o Understand who is engaging and who is not engaging and the reasons for this.
o Understand the value Cultural Intelligence Pathway and/or Cultural Humility and Safety Training Pathway in comparison to normal Equality, Diversity, and Inclusion (EDI) provision.

The awarded supplier(s) will work with the Council's public health to define metrics for measuring impact on skills, knowledge, qualities, and behaviours in staff using the framework (attending training) and those who are not. The evaluation audience will mainly include project staff, training organisations, service users and volunteers.

The contract(s) will be for a duration of 14 months commencing 1st May 2024 until 30th June 2025.

Suppliers can bid for one or both lots and be awarded more than one Lot depending on the evaluation outcome. The Council will be awarding one supplier per lot.
