Tender Description

NOTE: This notice was updated on 02 April 2024 for the following reason: Please note, due to exceptional circumstances, attendance at the site visit will no longer be marked on the evaluation criteria as a pass/fail element. All tenders will be considered, regardless if the tenderer committed to attending the site visit on 26 March 2024, which was cancelled.(Pladda Lighthouse is situated on the pear-shaped Island of Pladda half a mile off the South East corner of Arran at Latitude 55o 25.5' N, Longitude 05o 07.3' W. The current light, which was automated in 1990, stands 29 meters high and is situated 40 metres above sea level. The light has a white flashing character (3) every 30 seconds giving a nautical range of 17 miles. The only property the NLB currently own on the Island is the lighthouse tower, the smaller tower below, the link corridor building between both towers, and the solar panel structure. All remaining buildings and land are privately owned. Due to the location of this site, the majority of materials and equipment will be transported to and from site via NLB Tender & Helicopter. Main Items of work: The main items of project work are as listed below:-

1.Carry out a full Asbestos Refurbishment / Demolition Survey on all NLB operational buildings prior to the commencement of any work. The survey, sample collection and sample analysis must be carried by a UKAS accredited contractor in accordance with ISO 17020, ISO 17025 and Health and Safety Executive Guidance Notes; HSG 248, Asbestos: The analysts' guide for sampling, analysis and clearance procedures" and HSG264, Asbestos: The survey guide.
2.The Principal Contractor is expected to test the existing 'HCL' fall arrest system and re-certify it if necessary before use. The Principal Contractor is to provide the Project Leader with all relevant test certification for record and audit purposes.
3.Deliver all plant/materials/camp to NLB Oban packaged for helicopter underslinging
4.Land plant/materials/camp on site and establish site.
5.Full redecoration of the station

Suppliers must attend a site visit WC 25 March 2024 to participate in this tender exercise.

Key dates:

10/7/2024 - Contractor to deliver all plant/materials to NLB Oban for loading aboard the NLV Pharos - all loads to be prepared as per NLB Helicopter underslinging guidance

24/7/2024 - NLB Ship and Helicopter will deliver all plant/materials to site - contractor must be on site to receive loads. NLV Pharos will be available to provide accommodation while site camp is constructed

29/10/2024 - NLB Ship and Helicopter will clear site and return all contractor's plant/materials to NLB Oban for collection - all loads to be prepared and weighed as per NLB Helicopter underslinging guidance with dangerous goods signed off accordingly)
